A lead white, a combination of Lead Carbonate and Lead Sulfate. The combination makes it quite warm (for a white) and creamier in body than a straight Lead Carbonate white.
It is opaque but not as much as Titanium white. One of the advantages of this paint is in mixes, where it will not 'chalk up' the colours or cool them too much, preserving the desired colour. Basically Flemish white is at the opposite end of the scale compared to Titanium white in nearly all respects.
It is made according to a historic recipe from the 19th Century.
